She is the Dragon Matriarch who raised the founder of the Flower-Feather Clan, the human hero Lianca. Lianca's lifelong ideals of supporting the weak and fostering coexistence between humans and dragons originated from this Matriarch's teachings. Even the clan's name, "Flower-Feather Clan," derives from the Matriarch's title, "Priestess of Floral Candles and Skyborne Feathers."


However, according to the Dragon Council records we found in the Ancient Sacred Mountain, this Dragon Matriarch should have long been dead—not on the battlefield of the human-dragon war, but executed by a vote of her own kin.
At a critical juncture when the war was dire and the Holy City was on the verge of collapse, the CL-12 "Murmuring Spring" Ix Roq'ratik'obala' Ka'alahun initiated a motion to execute the Eighth Seat on charges of treason. Several Supreme Lords had long despised the CL-08's protection of humans, seeing her as a thorn in their side. With Lianca following Hibarak to attack the dragon race, the Twelfth Seat finally seized the chance to eliminate the Eighth Seat. However, I do not believe that Ineffa is a transformed and amnesiac Dragon Sovereign Lord. Instead, she seems more likely to have been created by Lianca's Matriarch for other reasons.
It is not surprising that the dragon race could create an advanced automaton like Ineffa. After all, the ancient dragon civilization possessed highly developed technology-they had already stepped into the interstellar age, built miraculous projects like space elevators, and used super AI to manage vast cities and automate production, all commonplace for them. What truly feels remarkable is that Ineffa has a human-like form. It seems unlikely that any Lord other than the Matriarch, who deeply cherished humans, would willingly create such a being.
The second paragraph of Ineffa's character commentary, once enigmatic, can now be confirmed as authored by Lianca:

Lianca's tone is like worrying about her own sister traveling far away. If Ineffa was indeed created by the Dragon Matriarch, it would perfectly explain this special affection Lianca holds for her.
